Romeo Umulisa is a creative strategist and cultural producer working between Germany, Africa and Brazil. He is driven by a commitment to center and amplify under-represented stories and voices through his work. He has over a decade of experience at the intersection of the 7th arts and creative economy, designing and implementing on and offline platforms dedicated to empowering film professionals at various stages of their careers. In 2023, he founded Hi Kigali, a creative film production and distribution company based in Germany and Rwanda where he serves as creative strategist and lead producer. Hi Kigali, is committed to pushing creative boundaries, exploring innovative storytelling techniques, and embracing emerging technologies to bring fresh narratives to life. Since March of 2025, Romeo is also a member of Engage, an itinerant knowledge production initiative consisting of think tanks and industry dialogue about the next horizons for the African screens. Romeo also serves as the Director and founder of Creative Africa Lab, established in 2023 the organization is dedicated to strengthening the African film industry. Since 2024, he has partnered with organisations such as FESPACO (Burkina Faso), RIDM (Canada), and ROUGH-CUT LAB AFRICA (South Africa), FCAT LAB (Spain), Mostra de cinema Africanos (Brazil), Olhar de Cinema Curitiba (Brazil) to create on and offline mini labs focused on film project development, production, audience design and distribution.
